Combine flour and salt in a bowl.
Whisk the egg, oil, honey and heavy cream together in a separate bowl.
Mix into the flour mixture until the batter is combined.
Heat griddle over medium-low heat. Coat with butter.
Use a teaspoon to measure batter out and drop measured mix into little round pancake, cook until golden brown on each side about 1-2 minutes each side. Transfer to baking sheet to cool.
If needed, warm the finished blinis and add your favorite toppings. Serve immediately.
Serving Suggestion: Top with sour cream and smoked salmon or salmon roe and garnish with fresh Chives or Dill.
