Mix flour, yeast, sugar, and salt in a large bowl. Add lukewarm water and stir until a sticky dough forms. Cover and let rise for 2 hours.
Deflate dough, coat with olive oil, and transfer to a buttered standard loaf pan (9 in x 5 in or 8.5 in x 4.5 in). Let rise for 45-60 minutes. Spread chili oil on top at the 30-minute mark.
Preheat oven to 375°F.
Bake for 45 minutes or until golden brown.
