Grate peeled potatoes and onions. Place onions in a dishcloth and squeeze to release all the liquid from the potatoes. Add potatoes into a bowl with onions.
Mix in flour, rolled oats, egg, and salt + pepper.
On a parchment-lined baking sheet, divide each latke into ¼ cup patties.
Place in a pre-heated 425°F oven for 25-30 minutes, flipping half way.
